Unfortunately, I think the way America is going to be exploring anything extraterrestrial is through private/corporate funding. With companies such as Virgin and people like Jeff Bezos, you will see the NASA budget shrink even further. This seems to be the general direction in anything the US is doing anyway. All hail the mighty corporate investor!

Perhaps Joss Wheadon had it right when the cast of his Firefly spoke alot of Chinese in space.

I do think you are right though, there will be no progress if our priorities are focused in antiquated social programs. The Human Race will struggle if there is not a more substantial push to experiment and colonize other surfaces in the galaxy.
